JOB SUMMARY:  The Chief Executive Officer provides the overall direction and guidance to the Nisga’a Lisims Government (NLG) administration in accordance with the Treaty and legislative requirements.  The incumbent will thoroughly understand and be current on the strategies, processes, and issues relating to self-government and intergovernmental relations in a First Nations environment.  The incumbent, along with the NLG Executive and through a consultative approach will drive a business and strategic plan, mission statement, vision, and concrete goals and objectives for the NLG that reflect a respect for the culture and traditions of Nisga’a people.  Not only will the CEO provide a clear mandate and direction for the future, they will facilitate team building and provide Executive and Management level employees with the tools, coaching, and training required to ensure the attainability of all goals and objectives.  The incumbent directs the senior management team and oversees the supervision of all staff, contract personnel, contractors, and special projects and management of the following key Directorates: Finance; Fish and Wildlife; Lands and Resources; Communications and Inter-Governmental Relations; Programs and Services; Human Resources; Information Technology; Enforcement and Emergency Services; Capital, Housing and Facilities Operations; and In-House Legal Counsel.



  • To coordinate and oversee the administration of all aspects of the Nisga’a Lisims Government with the assistance of the:
    • Executive Director
    • Chief Financial Officer
    • Director of Fisheries and Wildlife
    • Director of Lands and Resources
    • Director of Communications and Intergovernmental Relations
    • Director of Programs and Services
    • Director of Human Resources
    • Director of Information Technology
    • Director of Enforcement and Emergency Services
    • Director of Capital Housing and Facilities Operations
    • In-House Legal Counsel


  • To report  to, and advise, the Executive on the administrative operations of the Nisga’a Lisims Government;
  • To function as the Nisga’a Lisims Government’s primary liaison with the Nisga’a Lisims Government’s General Counsel;
  • Formulate and execute major policies, programs, and objectives in accordance with the NLG mission, mandate, vision, and goals;
  • Support a business and marketing strategy that will showcase the Nisga’a Nation’s current progress, successes, products and services to industry partners, as well as rural, remote and urban communities across Canada and around the world;
  • Strategically ensure compliance and oversee the implementation of the Nisga’a Final Agreement ensuring that the NLG is operating in conformity with the Nisga’a Legislation and the laws of general application;
  • With the assistance of a strong existing senior management team, the CEO will coordinate and oversee the administration, departments, and functions while reporting to and advising the NLG executive on the operations;
  • Oversees the development of the Nisga’a Nation’s community infrastructure;
  • Identifies and administers through a consultative approach annual organizational goals, activities, and staffing levels as well as new business or programming opportunities;
  • Plans and develops annual strategic plans, annual departmental work plans, and budgets;
  • Performs administration related to funds development such as: attending and preparing reports for NLG Executive meetings, budgeting, hiring, and managing of contractors, volunteers, and staff;
  • Liaise internally between the NLG and other Nisga’a Institutions, General Counsel, Village Governments, and Urban Locals;
  • Establish and maintain strong relationships and partnerships with First Nations organizations, private sector, and government agencies to promote the NLG;
  • Foster an achievement-oriented culture based on continuous learning principles where employees are motivated and rewarded for both individual and team contributions;
  • Trains, coaches, and mentors NLG member staff to increase their capacity to work in senior management and/or executive roles within the community with a willingness to mentor a successor;
  • Develop, implement, and maintain quality assurance systems to track service or program delivery;
  • Prepare position papers or reports on behalf of or as requested by the NLG Executive; and,
  • Other related duties as necessary.



  • Post-Secondary education in business, management or a relevant field combined with a minimum of 10 years of experience in a First Nations organization at a senior administrative level of accountability or an equivalent combination of education and/or experience.
  • Strong working knowledge of First Nations self-government practices, policies, procedures, and legislation;
  • Excellent interpersonal, written and verbal communication skills including an ability to communicate complex information to a wide variety of audiences;
  • Demonstrated professionalism, judgement, diplomacy, tact, and sound decision making ability;
  • Knowledge of the Nisga’a language and culture is a definite asset, but not a requirement and;
  • Must be willing to relocate to the Nass Valley area and travel as required.



  • Valid driver’s license and current driver’s abstract;
