SUPERVISOR:                     Director of Capital, Housing and Facilities  

HOURS:                              35 hours per week            TERM:    Full Time – Permanent                    LOCATION: New Aiyansh, BC

JOB SUMMARY: The Capital Projects Specialist will perform a variety of tasks that support the duties of the Director of Capital, Housing and Facilities Operations (the “Director”). This entails participating in the Capital Finance Commission & Capital Finance (New Asset) Commission (the CFC) meetings, liaising and coordinating the CFC asset owners and working with external consultants and contractors. The Capital Projects Specialist will provide budget or accounting support with all NLG departments and CFC asset owners with capital projects which includes liaising with external funding agencies like Crown-Indigenous Relations and Northern Affairs Canada and Indigenous Services Canada.


  • Monitors budgets for all capital projects and requests budget transfers as needed. Prepares, processes and indexes all capital fund budget adjustments;
  • Processes encumbrance transactions and pay requests for all construction projects;
  • Establishes budgets for all new capital projects. Monitors and processes close-outs for all completed projects;
  • Monitors NLG & CFC Capital revenues and requests reimbursements for NLG & CFC funded capital projects;
  • Assists the Director with preparation of Quarterly Reports, Budget Document information, Comprehensive Annual Financial Report schedules and work papers, monthly cash flow report, and other Financial Reports as needed;
  • Organizes and maintains list of land purchases/sales and processes all payments for land;
  • Maintains NLG & CFC capital procedures manual;
  • Monitors software problems and assists the Director with program issues;
  • Assists the Director with Building and Land Fixed Asset Inventory and year end Construction in-Progress tracking;
  • Maintains capital and construction project accounting files and oversees scanning process;
  • Supports the Director with some or all of the following duties:
    • Liaise, coordinate and provide support for all capital projects and capital assets with the CFC asset owners;
    • Maintain the records of the CFC including the minutes of the CFC meetings;
    • Administration for the Nations Umbrella Insurance policy;
    • Establish effective system for record keeping. Provide periodic reports and analytical materials to management on facility conditions, improvements, capital projects, construction activities, and to illustrate objectives, activities and accomplishments, to forecast future needs, and to establish standards of operation;
    • Work with the CFC and respective asset owners in development of long term asset management, capital, facility operations and land use plans;
    • Develop and manage training opportunities that are requested by business, industry and agencies in collaboration with NEST and/or Nisga’a Governments;
    • All administrative duties relating to the Approving Offer for Nisga’a Lands under Section 63 of the Nisga’a Land Title Act;
    • Interpret and ensure compliance with applicable codes, acts, rules and regulations.


Qualifications, Skills, Experience:

  • Two (2) year Diploma in Business, Finance, Accounting or Engineering, required;
  • Minimum of two (2) years related work experience, preferably in capital or project management within a public sector organization;
  • Proficiency with Windows operating systems, Microsoft Office programs including, advanced Excel, Word, MS Project, plus research capabilities on the internet;
  • Excellent written and verbal communication skills;
  • Ability to prioritize, organize and manage a workload including concurrent multi-initiatives with changing deadlines;
  • Highly organized and structured with a clear attention to detail;
  • General knowledge of the Nisga’a Treaty and Legislation;
  • Familiar with standard computer applications for accounting;
  • Ability to understand and speak or familiarity with Nisga’a language and culture an asset.



 The successful candidate will be required to have/complete/provide:

 1. A valid BC Drivers’ license with current drivers’ abstract

 2. Three recent work related references;

 3. The successful candidate will be subject to a criminal records check;
