POSITION: Accounting Manager
SALARY RANGE: Commensurate with Qualifications and Experience
SUPERVISOR: Deputy Director of Finance
HOURS: 35 hours per week
TERM: Permanent Full-Time
LOCATION: New Aiyansh BC
JOB SUMMARY: Within Nisga’a Lisims Government Finance Legislation, in accordance with Canada Public Sector Accounting Standards, and as directed by the Chief Financial Officer and Deputy Director, maintains, and administers the accounting systems of the Nisga'a Lisims Government (NLG). As an integral member of the finance team, under the direction of the Deputy Director, the Accounting Manager will be responsible for: Oversight of and coordination of the day-to-day operations within the accounting department, including supervision of the accounting group involved in the processing of revenue and receipts, expenses and payments, bi-weekly payroll, and property tax.
DUTIES:
• The preparation of key financial reports including:
o monthly cost center reports, with budget comparisons and variance
o monthly non-consolidated financial statements, including statement of financial position and statement of operations with budget comparisons and variance
o capacity-funding reports, as required
o other reports, as required;
• Maintaining accounting records
• Overseeing/coordinating the preparation and maintenance of all applicable payroll records, preparation of annual T4’s, Records of Employment and other related year-end forms, as applicable;
• Assist the Deputy Director with establishment of appropriate internal control, policies and practices and ensuring compliance with internal controls across all functional levels of government;
• Completion of month-end closing process, including preparation of reconciliations, as required;
• Assist the Deputy Director in analysis of historical results;
• Assist the Deputy Director with the year-end closing process, including preparation of consolidated financial statements and related supporting working papers;
• Working closely with the auditors, coordinate interim and year-end field work;
• Liaise with auditors, lawyers, funders, financial institutions and other levels of government, as required;
• Assist the Chief Financial Officer and Deputy Director throughout the budgetary process in the completion of the Nisga’a Nation’s annual budget(s), in compliance with the Nisga’a Financial Administration Act;
• Assist managers and others in compliance with and reporting to various funding agencies and grant authorities, including other levels of government;
• Assist the Chief Financial Officer and Deputy Director in maintaining strong cross-functional relationships within Nisga’a Nation;
• Others tasks as assigned;
• Support departmental mission statement and vision statement of NLG.
EDUCATION or OCCUPATIONAL CERTIFICATION / EXPERIENCE:
• CPA designation, accounting or similar degree or diploma/or working towards completion
• Minimum of 2 years of experience working within an Indigenous organization
• Minimum of 2 years of supervisory experience
• Equivalent combinations of education and practical experience will be considered
• Proficiency with Sage 300 or similar accounting program, Excel and Word
• Working knowledge of TAS or similar property tax program
• Ability to maintain functional working relationships with co-workers, team members and others across government
• Knowledge of First Nations programs
• Organized, self-motivated and ability to be flexible with schedule
• Strong analytical skills
OTHER:
• Valid B.C. Driver’s license and reliable transportation;
• Willingness to travel;
