To the Nisga’a Nation

In September 2023, the Nisga’a Nation took a bold step toward strengthening governance by inviting the BC Ombudsperson Jay Chalke to provide expert guidance on administrative fairness and deliver educational resources to support this transformative work.

The independent office of the legislature worked on this with Nisga’a Administrations in all four Nisga’a Villages, three urban locals, and Nisga’a Lisims Government (NLG). This report was provided to the NLG Executive Committee in the November 2025 sitting.

The report is critical in the development and implementation of current roles and responsibilities across Nisga’a Government when it comes to the programs and services that we provide to Nisga’a people, and those on our lands. 

This document showcases the Ombudsperson’s report, Pathways Forward: Nisga’a Public Services Complaint and Review Model, which offers actionable recommendations for the Nisga’a Lisims Government. These pathways are not just procedural, they represent an opportunity to build a complaint and review framework that is culturally grounded, transparent, and responsive to the needs of our citizens. By embracing these recommendations, we position ourselves as leaders in self-governance and set a precedent for fairness and accountability that will inspire confidence among all stakeholders.

On behalf of the Nisga’a Lisims Government Executive, it is an honour to stand with the independent office of the British Columbia Legislature, in assessing our current model of self-governance, while developing a more concrete framework for a model that is culturally reflective, and responsive in this modern era for our citizens. 

“Self-Governance is process where our responsibilities and pathways must be developed, enhanced, and built upon for our people”.  I am grateful to the independent office of the legislature for standing with us after our first 25 years of self-government, to ensure our future is brighter, and our models for administrative fairness structured in a manner stooped in history.
