SALARY RANGE: Commensurate with Qualifications and Experience

SUPERVISOR: Director of Fish and Wildlife

HOURS: 35 hours per week TERM: Full-time Permanent LOCATION: New Aiyansh, BC

JOB SUMMARY: The Fisheries Office Manager is responsible for overseeing the administrative, financial, and operational functions of the Nisga’a Lisims Government (NLG) Fisheries Office. The role supports the Director, Fisheries & Wildlife by ensuring efficient office operations, coordinating programs, managing budgets, supervising staff, and ensuring compliance with Nisga’a Treaty obligations and regulatory requirements. The Fisheries Office Manager ensures that all fisheries programs, fish sales operations, and Treaty-related projects are managed effectively, while also serving as a key liaison between internal staff, community members, government agencies, and contractors

DUTIES:

· Ensures that fisheries programs and operations are consistent with Nisga’a Treaty provisions and related agreements.

· Assists in the preparation of reports, submissions, and documentation required under the Nisga’a Treaty.

· Coordinates the collection and reporting of fisheries data to support Treaty-related monitoring and management.

· Provides administrative and logistical support for joint Treaty initiatives with federal and provincial agencies.

· Oversees day-to-day operations of the Fisheries Office, ensuring effective workflow, scheduling, and communication.

· Develops, maintains, and organizes office systems, records, and project files.

· Prepares reports, correspondence, and program updates for the Director, Fisheries & Wildlife.

· Provides administrative support for departmental initiatives, meetings, and committees.

· Assists in preparing annual departmental budgets, monitors expenditures, and reconciles accounts.

· Tracks invoices, receivables, and ensures financial reporting is accurate and timely.

· Works with IHLC to draft contracts and service agreements for consultants, contractors, and vendors.

· Monitors compliance with contract terms, funding agreements, and Treaty reporting requirements.

· Coordinates permitting, inspections, and compliance with Ministry of Agriculture standards.

· Ensures accurate tracking and reporting of fish numbers and poundage in accordance with Treaty and government reporting requirements.

· Assists with recruitment, hiring, onboarding, and scheduling of seasonal and program staff.

· Supervises staff performance, ensuring timesheets, reports, and schedules are accurate and complete.

· Provides guidance, coaching, and progressive discipline as required.

· Coordinates staffing needs with the Director to ensure adequate support for all programs.

PROJECT & PROGRAM SUPPORT:

· Supports the planning and administration of fisheries research and applied management projects identified in the Treaty or by NLG.

· Ensures program compliance with funding and Treaty reporting requirements.

· Endures summaries, progress reports, and completion reports for projects by designated admin.

· Provides logistical and operational support for field projects as needed.

· Acts as a technical and administrative resource for other NLG managers and committees.

· Liaises with government agencies, contractors, community members, and external partners on behalf of the department.

· Provides input and recommendations on policies, procedures, and best practices in fisheries and Treaty management.

OTHER DUTIES:

· Participates in wildlife-related administrative support as assigned.

· Performs other duties as required to support the effective operations of the Fisheries Office.

QUALIFICATIONS, SKILLS, EXPERIENCE:

· Diploma or degree in Business Administration, Fisheries, or a related field; or equivalent combination of education and experience.

· Minimum of 3 years’ experience in office administration, financial management, or program coordination.

· Experience in fisheries, Treaty implementation, or natural resources management considered an asset.

· Strong organizational and supervisory skills, with experience managing staff.

· Proficient in Microsoft Office and standard office applications.

· Knowledge of Nisga’a Treaty, culture, and language considered an asset.

· Strong communication, interpersonal, and problem-solving skills.

· Ability to work independently, manage multiple priorities, and meet deadlines.

· Physical ability to carry out duties related to fish sales operations when required.

OTHER:

· Valid Class 5 BC Driver’s license is required.

· Employment is subject to the satisfactory completion of a Criminal Record Check.
