Nisga’a Nation Climate Leadership Plan

Climate change is already influencing key environmental, cultural, and economic systems across Nisg̱a’a Lands. Warming temperatures, shifting precipitation patterns, and an increase in extreme events, such as heavy rainfall, flooding, and wildfire, are expected to accelerate in the decades ahead. On behalf of Nisg̱a’a Nation, Nisg̱a’a Lisims Government (NLG) is taking decisive action on climate mitigation, adaptation and resilience through several interconnected initiatives, detailed in this report. Taking a progressive, holistic approach, we strive to get out in front of the climate crisis and to minimize the high risks and negative impacts it presents to our People and fellow Canadians, as well as the lands, waters, flora and fauna that we have stewarded, and relied upon, since time immemorial.

Walking alongside our many partners and collaborators, our dedicated NLG staff within the Capital, Housing and Facilities Operations team worked to progress our various climate initiatives and address the challenges described in this report through four, interconnected priorities:

• Coordinated communications and engagement of the various climate initiatives listed below. This key work informed diverse Nisg̱a’a and regional stakeholder groups about the climate actions taking place, explained their importance and inter-connections, invited input, and outlined the anticipated outcomes and co-benefits for individuals, communities, and the Territory.

• Wrote this comprehensive Climate Leadership Plan in consultation with Nisg̱a’a elected officials and citizens as well as other key stakeholders. The plan incorporates data and findings from community energy and emissions inventory, a climate risk assessment, the low-carbon transportation plan, healthy home energy retrofit work planning, and land and water research.

• Developed and started early implementation of a Healthy Homes Energy (HHE) Retrofits workplan in a phased approach for a large-scale retrofits program. Individual homeowners, or Nation-owned properties, have opportunity to pursue various degrees of building energy retrofits using an envelope-first and house-as-a-system approach.

• Improved climate and energy literacy region-wide through customized capacity building, and training activities offered both within Nisg̱a’a Nation and the northwest region. This capacity building included intentional two-way mentorship between NLG staff and CEA and offered many high-performance building science and construction training opportunities regionwide. The various capacity building initiatives woven into the climate actions listed above will, over time, enable Nisg̱a’a Nation and locally based collaborators, contractors, and technical supports to carry out this work more independently and confidently.
