POSITION: Delegated (C3) Out of Care Social Worker
SALARY RANGE: Commensurate with Qualifications and Experience as per the NCFS Wage Matrix
SUPERVISOR: Team Lead, Nisga’a Child and Family Services
HOURS: 35 hours per week TERM: Full Time – Permanent LOCATIONS: Terrace, B.C
JOB SUMMARY: The Delegated (C3) Out of Care Social Worker is part of a team responsible for Children in Continuing Care, Caregivers, and Support Services for the Nisga’a Child and Family Services (NCFS) department of Nisga’a Lisims Government. The team is responsible for carrying out all C3 and C4 delegated services such as, Voluntary Services, Resources, and Guardianship responsibilities.

DUTIES:

• Under the direction of the supervisor and in accordance with applicable legislation and policies, the delegated C3 Out of Care
  Social worker will provide all C3 and C4 delegated responsibilities to Nisga’a Clients in the service delivery area.
• The Delegated C3 Out of Care Social Worker is an advocate for the child’s needs and ensures that all aspects of the child’s life
  are planned for and met to ensure their safety and well-being;
• The Delegated Social Worker develops and supervises the comprehensive and culturally appropriate plan of care for each child
  and deals with issues related to placement and permanency planning;
• Through ongoing case work, the worker develops meaningful relationships with the child, caregivers, family and liaises within
  community and other resource services for clients best interests;
• The Delegated Social Worker recruits and develops contracted resources and monitors the provision of services;
• The Delegated Social Worker will perform duties to support resources homes as outlined by the Child Family Community Service
  Act (CFCSA), Aboriginal Operational and Practice Standards and Indicators (AOPSI) and standards for Foster Parents.
• Support Voluntary Services requests from community members that reside in a family setting.
• The Delegated Social Worker receives requests for placement of children being brought into care on an emergency and planned
  basis or for out of care options.
• The Delegated Social Worker coordinates placements for children being discharged from a resource and coordinates out-of-region
  placements are required.
• The Delegated Social Worker supports foster homes and contracted resources and investigates allegations of child abuse and
  neglect in child welfare in accordance with regional and provincial protocols.
• The Delegated Social Worker will support caregivers that enter into out of care agreements with Nisga’a Child and Family
  Services and Parents.
• The Delegated Social Worker will support families in out of care options such as Extended Family Programs, Youth Agreements,
  and Young Adult Agreements.
  
  QUALIFICATIONS, SKILLS, EXPERIENCE:
• A Master’s degree in a related human service field or a Bachelor of Social Work Degree (BSW), human services field plus one
  year of related experience is preferred in a social work, child safety environment. A recognized diploma in the human services
  field, plus 3 years’ experience in a social work, child safety environment may be considered. Preference may be given to
  candidates who possess a BSW or related degree with work related experience. Preference will be given to candidates with C3 or
  C4 Delegation obtained within the past two years. Candidates without C4 Delegation will be required to obtain; or
• Degree in a related Psychology, Sociology, Criminology, Anthropology, Early Childhood Education, Theology, Indigenous
  Studies, Education, or Nursing. Other combinations of education may be considered, plus 3 years’ experience in a social work,
  child safety environment may be considered.
  
  KNOWLEDGE, SKILLS AND ABILITIES:
• Working knowledge of Guardianship Standards and Foster Care Standards is required as is detailed knowledge of the Adoption
  Act, Regulations, Adoption Standards and related Practice Policies;
• Knowledge of service needs of neglected, abused and exploited children is essential as is the ability to manage risk to children;
• Awareness of principles of child development and family planning is required as is knowledge of Case Planning and Assessments;
• Ability to collaborate with colleagues who work in other disciplines or services is required;
• Ability to work effectively with foster and adoptive parents and be culturally sensitive to clients served is required;
• Strong written and communication skills and the ability to resolve conflict is essential;
• Strong organizational and time management skills are required;
• The ability to facilitate meetings and set goals is essential.
• Knowledge of all areas of child development, family dysfunction, the origin and effects of child abuse and neglect in the Indigenous
  Community.
• Recognizes and respects all cultural diversity and has knowledge of Indigenous culture, preferably Nisga’a culture
  
  OTHER:
• 3 recent work related references will be required;
• Valid BC Class 5 Drivers License with current abstract is essential as travel will be required;
