POSITION: Emergency Response Officer
SALARY RANGE: Commensurate with Experience and Qualifications
SUPERVISOR: Emergency Response Services Manager
HOURS: 35 hours per week TERM: 1 year term LOCATION: New Aiyansh, BC
JOB SUMMARY: The Emergency Response & Health, Safety, and Environment (HSE) Officer provides a single, reliable point of contact for search and rescue services within the Nass Area and surrounding regions. This role ensures fast, consistent emergency response for Nisga’a communities while supporting Emergency Response Services during Emergency Operations Center activations as the Information Officer and, when required, the Safety Officer. The Officer manages daily operations of the Nisga’a Search and Rescue Program, including training, exercises, and readiness activities. The position also assists in developing plans to prepare for, mitigate, and respond to spills affecting both the marine and land environments, helping protect the health and environmental quality of the Nation’s resources. Reporting to the Emergency Response Services Manager, the Officer supports coordinated responses to environmental incidents, ensures compliance with BC regulatory requirements, and provides health and safety guidance to management and staff across the Nass Valley. The Officer is a standing member of the NLG Joint Occupational Health and Safety Committee and contributes to continuity of corporate knowledge and safe work practices.
RESPONSIBILITIES:

  • Perform and exercise incident to the duties of the department as prescribed by EMBC.
  • Have authority over and direct the activities and functions of the SAR team, including but not limited to.
  • Maintaining current roster for Search and Rescue volunteers
  • Maintaining current inventory of Nation owned SAR Equipment,
  • Prescribe policy and procedures, with the approval of Emergency Response Services Manager, as may be necessary for the effective and efficient
    operations of SAR
  • Facilitate training opportunities to all volunteer search and rescue organizations
  • Can work well with both trained and untrained volunteers in Search and Rescue
  • Keep an updated inventory of all search and rescue equipment and seek funding to update equipment needed to facilitate search and rescue
    activities.
  • Coordinate a systemic approach to annual mandatory trail staking in accordance with minimum trail staking standards, subject to appropriations,
    budget trail maintenance.
  • Develop a close working relationship with Nass Valley RCMP, EMBC and the BC Search and Rescue Association, Canadian Coast Guard to
    improve search and rescue capabilities of the Nisga’a SAR Team (Marine and Ground)
  • Update and write new policies and procedures to improve the response time for all search and rescue call outs. Develop memorandum of
    agreement with fuel retailers to ensure search and rescue organizations have access to fuel at a moment’s notice.
  • Coordinate all regional searches within the Incident Command System Structure.
  • Deploying and operating pollution countermeasure equipment
  • Developing response, emergency prepared and training plans with Emergency Response Services Manager
  • Monitoring and evaluating industry responses to environmental emergencies
  • Maintaining specialized pollution spill clean-up equipment
  • Joins Emergency Response Services Manager led debriefings and after-action review processes following emergency exercises and responses.
  • This position provides a technical leadership role for responses to emergencies for the assigned portfolio in areas of Environmental spill response
    and search and rescue
  • Obtains skills and knowledge in Emergency Operations Center training and exercises.
  • Will be the Information Officer during EOC Activations
  • Works in collaboration with Nisga’a village Fire Departments, along with a variety of departments and programs to determine SAR strategies.
  • Coordinates communication strategies such as emergency preparedness and awareness and develops promotional materials such as pamphlets
    and posters; works with key stakeholders to develop integrated information and reporting system
  • Through, radio programs, speaking engagements, preparedness conferences and seminars, makes the public aware of the emergency plans and
    procedures that are in place and the public’s part in making these plans and procedures work.
  • Ability to work a variety of shifts to meet operational requirements, including weekends and evenings as necessary. Must be able to work long
    hours under stressful conditions, during emergency situations.
  • At all times be aware of and take into full consideration the safety of all resources and personnel being utilized.
  • Works with Health, Safety and Environment Officer to ensure the office radio is always monitored.
  • Maintains a minimum certification of OFA level 3 or equivalent
  • Responds to marine SAR and ground SAR efforts utilizing the Nisga’a Search and Rescue teams using the incident command system
  • On a 24-hour basis, manages response to hazardous material incidents, severe weather alerts, and other natural or man-made emergencies.
  • Answers inquiries from citizens concerning emergency plans and procedures.
  • Can communicate effectively with Nisga’a residents
  • Assists with the activities and ensures the NLG Joint Occupational Health and Safety Committee (Dim Sayt Hahlal̓s N̓uum) fulfils its statutory
    obligations. This includes providing leadership and guidance for the development of, and/or ongoing support for, facility/program committees as
    well as the chairs and participants in facility/program committees.
  • Completes relevant documentation pertaining to workplace incidents
  • Works collaboratively with the Human Resources Department to ensure adequate Health and Safety related training is provided for NLG staff and
    management.
  • Coordinates all regional incidents within the Incident Command System Structure;
  • Monitoring and evaluating industry responses to environmental emergencies
  • Obtains skills and knowledge in Emergency Operations Center training and exercises.
  • Provide a full range of clerical, operational and administrative assistance to Managers and Director
  • On a 24 hour basis, manages response to hazardous material incidents, severe weather alerts, and other natural or man-made emergencies.
  • Answers inquiries from citizens concerning emergency plans and procedures.
  • Have the ability to communicate effectively with Nisga’a residents
  • Performs other related duties as assigned
    REQUIREMENTS:
  • Must have or willing to obtain Small Vessel Operator Proficiency
  • Must have or willing to obtain Marine Advanced First Aid
  • Must have or willing to obtain Radio Operators Certificate – Maritime
  • Must have strong aptitude, good working knowledge and interest in emergency management, First Aid, and Search and Rescue techniques, policies, legislation
  • Ability to develop positive relationships with different stakeholders and volunteers
  • Familiarity with related regulatory agencies, service providers and suppliers are also required
  • Must be able to work in stressful situations and be able to manage multiple, competing demands
  • Must be able to communicate complicated, information to a variety of audiences in a variety of situations, environments, and circumstances
  • Must have Valid Minimum Class 5 Driver’s License
  • Must maintain a minimum OFA level 3 or equivalent certification
  • High school diploma or GED preferred
  • Maintain accurate and detailed records
  • Must be willing to work irregular hours in the event of an emergency
  • Must be normally resident in the Nass Valley area
